Condolences to my classmate, teammate and great friend, Eric, on this sad news. Your lil' bro always looked up to his big bro's and this likely helped to inspire his amazingly successful career in law enforcement. Sadly, I only saw and talked to Todd a couple times in the last 55 years . . . And, never with The Law involved! Take care Eric, Bruce & the Kuschel family.

Todd was one of the first people that I met when I came to work for the State of Wisconsin. It was always a pleasure to work with him. He will truly be missed by everyone who knew him. RIP Brother!

From the hay mow up above to the dog kennels down below in the barn, to the tractor parked in the garage where we imagined driving around the world - the best of (simple) times for neighbor boys. God blessed the world with Todd. Sorry to hear of his passing. My condolences to his family. Bill Pope

I was a colleague of Todd’s at the UW Police Department and knew him for 40+ years. I always considered him a close friend although he was not particularly outgoing and in fact quite private outside of work. He definitely was extremely competent at developing and maintaining relationships with our many campus partners and was a valuable contributor to the UW Police Departments emergence as a national leader in policing. After retiring from the PD his talents as a teacher in the areas of emergency management and continuity of operations were obviously valuable to and appreciated by, a wide variety of clients and communities. Todd was a man of many talents and diverse interests which seemed to drive his need to keep moving onto the next challenge/opportunity. An honest and decent man who was liked by all who got to know him, however superficially. I will miss him. My sympathies to his brothers and their families.

I worked with Todd in emergency management since 2006 and then with Capitol Police. He shared some of his challenges and trials with me but he just kept on going. It was always such a pleasure to run into him on the street downtown and catch up on his most recent retirement attempt! Thank you for your service kind sir!!
