I first met Liz Kieffer in 1985 when I was hired by WPS in the CHAMPUS division as it was called then. She wasn't thrilled with my arrival since I knew next to nothing about this program which she had helped developed from its beginning and here I was being hired as her peer in the operation. I and others often deferred to her for questions regarding regulations and functions to which her set answer was usually "Did you read the manual?"
Over the years her lessons made her a mentor to many, including myself. As time went on she became my business partner and after many more years she became my friend. Her stoic strength through the loss of Muff and later Charlie was amazing to me. I kept in touch, probably less than I should have, after her retirement. She had her strong circle of Packer Backer friends and motor home group that kept her active.
I saw the start of her memory loss which was exceptionally sad for someone with a mind like a steel trap. Many people within Government and Military circles may never understand the debt owed to the pioneering work she did in helping develop the processes that became a backbone of the Military Healthcare System. However, those of us that knew her will forever remember the indelible personal imprint she left.

Sorry to hear this. We knew Liz through Packer activities - she was quite the fan! Also was a wonderful lady, always gracious and welcoming.

I had the gift and luxury to have worked with Liz and her foundation of the CHAMPUS division. A very demanding department and position that made her a vip knowledge and experience that she, and an equally talented hierarchy crew she was a part of, made us proud every single day, responding to any moment's call from our company or government vips. When the President's office and team got difficult tasks or calls and questions for that Division, she and that entire crew's handling ranked us the best. Bless her heart, strength and achievement and lessons I'm sure many benefitted from, for her personal and professional life, and compassion that those who worked closely with her were able to respect and appreciate.
