Francis E. "Dick" Payne

I am so sorry to see this. I Just did today. 11-20-19, Dick was known as the mayor of Shelley Lane where he lived. He was always out cleaning the street gutters etc. He walked by my house with cucumbers etc. to give out. Great Man!!! To the family, Kathy, Chuck, Amy, and Dick. My deepest sympathy.
