I send my sincere condolences to the Johnson Family. I joined DMV in 1986 after working at the Capitol and he was my boss's boss. Carl knew his work inside and out, and was the epitome of integrity. But what I appreciated most was his wry sense of humor. As a newby, it sometimes took me aback, afterall, higherups weren't supposed to have a sense of humor. But Carl wasn't like that, he made people feel comfortable and at ease. I'll remember Carl fondly
